Jan Fischer je absolventem Vysoké školy ekonomické. Pracoval ve Výzkumném ústavu sociálně ekonomických informací, ve Federálním statistickém úřadu a od roku 2003 je předsedou Českého statistického úřadu. Vedl týmy zpracovávající výsledky parlamentních a komunálních voleb, měl na starosti styky se statistickým úřadem Evropských společenství Eurostatem a mimo jiné před vstupem ČR do EU zajišťoval soulad statistické praxe v České republice s evropskou. Po březnovém pádu kabinetu premiéra Mirka Topolánka byl Jan Fischer na základě dohody demokratických parlamentních stran jmenován předsedou vlády České republiky a současně pověřen sestavením vlády nestranických odborníků. Jejím úkolem bylo mimo jiné dokončit se ctí české předsednictví Evropské unii a připravit úsporná protikrizová opatření pro státní rozpočet na rok 2010. Oba tyto úkoly splnila Fischerova vláda s úspěchem.

Jan Fischer has graduated from University of Economics in Prague. He worked in the Research Institute of Social Economic Information and Federal Statistical Office. In 2003 he was elected the president of the Czech Statistical Office. He leed teams processing the results of parliamentary and municipal elections and was in charge of communication with Eurostat, the Statistical Office of European Union. One of his tasks was to guarantee the harmony of the Czech and European statistical practice before ČR joined EU. After the fall of the cabinet of Mirek Topolánek in March 2009, Jan Fischer was appointed the Prime Minister of the Czech Republic upon agreement of all democratic parliamentary parties and was authorized to assemble the government of independent experts. Its role was to finish the Czech EU presidency and prepare anti-crisis steps for the national budget for 2010. The Fischer’s government has reached both targets successfully.
